Kukkiwon Director Kim Moo-cheon was elected as Vice President.

 

At 2PM on Friday, June 11, Kukkiwon held the 5th Meeting of the Temporary Board of Directors 2021 with 18 attendants out of 21 incumbent directors at Ilyeoheon of Myeongin Gwan in Taekwondowon, Muju-gun, Jeollabuk-do, and unanimously decided to elect Kim Moo-cheon, the incumbent director, as the Vice President.

 

Born in 1957, Kim Moo-cheon, the newly elected Vice Presidentwas a national Taekwondo athlete and had contributed to the dissemination of Taekwondo in the 1980s as a government-dispatched Master to Nigeria. He served as Senior Manager of Operations, Secretary-General, and Director of Korea Taekwondo Association and is currently serving as Kukkiwon Director from October 2019.

 

 

According to the Articles of Association of Kukkiwon, the Vice President shall be elected among directors, recommended by the President of Kukkiwon, and approved by the majority of incumbent directors. The elected shall serve a one-year term.

 

 

The Board of Directors deliberated and resolved the amendment of the Articles of Association including significantly increasing the number of electorates, and decided to request permission from the Minister of Culture, Sports, and Tourism.

 

 

Also, the Board of Directors resolved to increase the number of electorates to at least 1,000. Currently, the electorate consists of at least 70 (maximum 75) people including executives of representative organizations in Taekwondo community and Taekwondo instructors at home and abroad who contributed to the advance of Taekwondo. Details will follow the Regulation on President Election.

 

 

Regarding the by-election of directors to fill vacancies, the Board of Directors decided that candidates shall be recommended not by the Director Recommendation Committee but by the Chairman after consulting with the President and be approved by the majority of incumbent directors.

 

 

The number of members of the Director Recommendation Committee is increased to 11 from 10, and the authority to recommend the auditor is shifted from the Board to the Chairman of the Board.

 

 

Also, the term of the by-elected directors that is less than a year and the term of ex officio directors are decided not to be counted for reappointment.

 

 

Kukkiwon executives including the Chairman, President, and Directors shall serve a three-year term, while the auditor serves two years. Executives may serve consecutive terms only once.

 

 

Additionally, the acting person of the Chairman or President due to accident or vacancy was only allowed to perform regular duties, however, the Board of Directors decided to change the rule that upon approval of the Board of Directors, the acting person could perform ad-hoc duties such as policy changes or human resource management.

 

 

As to excessively paid legal costs for five accusations and four charges, the Board of Directors resolved to delegate the authority of sorting out charges against the cases to the Deliberation Committee on Indemnity Claims. Once the committee finishes arranging measures, the Board of Directors will report them to the Chairman and President and make a claim for indemnity.

 

 

Besides, as the amendment of the Articles of Association that was deliberated and resolved in the 4th Meeting of Temporary Board of Directors 2021 got permission from the Minister of Culture, Sports, and Tourism as of June 4, the incumbent director can now execute ones voting right by accessing the online meeting system if one cannot be present for reasons including but not limited to residing or staying overseas, natural disasters, pandemic, etc.

 

 

After the board meeting, the directors held a workshop and discussed pending issues.
